Golmud's 'Qinghai Premium Products' Widely Favored by Zhejiang Customers, Wenzhou's Counterpart Assistance Achieves Fruitful Results

From the shores of the East China Sea to the foothills of the Kunlun Mountains, the bond between the mountains and the sea runs deep. The Zhejiang Aid-Qinghai Golmud (Wenzhou) Working Group has injected continuous vitality into the development of various undertakings in Golmud City, Qinghai Province. Batch after batch of aid projects have been implemented, and paired assistance initiatives have been carried out, leaving behind 'assets that will not be taken away.'

Qinghai has product advantages, while Zhejiang has market advantages. Digital empowerment has been leveraged to bridge the two. The 'Qinghai Premium Products' specialty e-commerce platform was developed and promoted to help build a base for exporting green, organic agricultural and livestock products. Corresponding supporting measures were formulated, including the 'Golmud Special Agricultural and Livestock Industry Cultivation and Agricultural Product Sales Promotion Reward and Subsidy Methods,' and the 'Golmud Special Agricultural and Livestock Products Wenzhou Market Development and Production-Marketing Matching Work Plan' was organized and implemented. Eleven special agricultural enterprises from Golmud were sent to Wenzhou for visits and negotiations.

At the same time, efforts were made to promote Golmud's special agricultural and livestock products in Wenzhou, targeting 'government agencies, schools, enterprises, supply and marketing stores, various welfare lottery sales points, and farmers' markets.' To date, 21 special brand agricultural and livestock enterprises have been listed on the platform, with 115 special agricultural and livestock products, including goji berries, quinoa, and lamb, available online. In Zhejiang Province, especially in the Wenzhou area, more than 1,500 online distributors have been cultivated, JD.com and Taobao flagship stores have officially opened, and 21 offline physical demonstration stores have been established. In nearly 10 months of trial operation, online and offline sales have exceeded 100 million yuan.

The digital concepts brought by Wenzhou's aid-Qinghai cadres have not only been used for agricultural product sales but have also supported local healthcare and tourism development. Over the past two and a half years, more than 20 million yuan in aid-Qinghai funds have been invested to build the Golmud Health Informatization Project. Through digital technology, Golmud has shared high-quality medical resources from Wenzhou. Three hospitals in Golmud have successively established remote consultation platforms with Wenzhou People's Hospital, Wenzhou Traditional Chinese Medicine Hospital, and the Eye Hospital of Wenzhou Medical University. Golmud People's Hospital has been integrated into the Wenzhou Municipal Health Commission's 5G Diagnosis and Treatment Cloud Platform, conducting more than 4,000 remote consultations annually. Additionally, the Golmud Smart Tourism Platform has been put into use, bringing convenience to tourists visiting Golmud.

To carry out all aspects of counterpart assistance for Qinghai with dedication, projects are key. From 2019 to 2022, Wenzhou implemented 36 aid-Qinghai projects, investing over 150 million yuan in aid-Qinghai funds, including 126.77 million yuan from planned projects and more than 20 million yuan in donations from outside the plan.

Industrial investment promotion projects have contributed to high-quality economic development. The Golmud 600,000-ton olefin project, with a total investment of 21.1 billion yuan, is an important supporting project for the salt lake circular industry and will lay the foundation for building a world-class salt lake industrial base. Wenzhou's aid-Qinghai cadres treated this project as a key investment project for industrial aid-Qinghai, engaging in negotiations, promotion, and implementation. They successively invited China National Chemical Engineering Group, Zhejiang Energy, and Shanghai Zhongyang Shengan to visit Qinghai, facilitating the signing of a investment framework agreement among Shanghai Zhongyang Shengan, Qinghai Provincial State-owned Investment, and Golmud Municipal Government.

More than 30 million yuan was invested to strengthen and expand the main platform of the Zhejiang Industrial Park Golmud Park, actively promoting reputable Wenzhou business people to visit Golmud. Investment promotion activities were carried out at Wenzhou chambers of commerce in Beijing, Guangzhou, and other cities. Cooperative relationships were established with five Wenzhou chambers of commerce outside Qinghai, including the Qinghai Wenzhou Chamber of Commerce and the Tianjin Wenzhou Chamber of Commerce. A Golmud investment liaison office was set up, and an investment and talent attraction assistance agreement was signed with the Wenzhou Municipal Government's Beijing Liaison Office. Sixteen investment projects were reached, with a total investment of 25.45 billion yuan, and 12 have been implemented and put into operation.

Learning exchange activities such as 'Outdoor Expansion Training for Incubated Enterprises,' 'Entrepreneurship Heroes,' and 'Maker Salons' were organized, and three consecutive entrepreneurship and innovation competitions were held. Active support and encouragement were given to Zhejiang and Wenzhou businesses to invest and start businesses in Golmud, driving entrepreneurship and innovation. To date, there are over 300 Wenzhou-affiliated market entities in Golmud, employing more than 8,000 local workers.

Additionally, drawing on the successful experience of Wenzhou's city study construction, five city studies, two community gyms, and one school 'Love Reading and Honesty Book Bar' were built in Golmud. With support from the China Guanghua Science and Technology Foundation and the Wenzhou Qingshan Foundation, a series of activities such as 'Send 100,000 Books to Golmud to Build a Bookish City' were planned and organized, which were well received by citizens.

Entering a city study in Golmud, RFID technology is used for business management, enabling unified book retrieval and interlibrary borrowing and return. Self-service card issuing machines and self-service book borrowing and return machines are available, providing self-service for readers. Operating around the clock with low operating costs, these city studies have become 'city cards' for Golmud, creating a 15-minute cultural life circle for residents and opening a channel for social forces to participate in public reading services. They have deepened the friendship between the two regions and yielded even more fruitful results.
