Leaving Behind a Batch of "Wealth That Cannot Be Taken Away": Wenzhou's Paired Assistance to Golmud, Qinghai Bears Fruit
Batch after batch of aid projects have been implemented, and one after another paired assistance activities have been carried out... From the coast of the East China Sea to the foothills of the Kunlun Mountains, the bond between mountain and sea is deep. The Zhejiang aid-Qinghai Golmud (Wenzhou) working group has injected continuous vitality into the development of various undertakings in Golmud City, Qinghai Province, witnessing the friendship between Zhejiang and Qinghai provinces, and leaving behind a batch of "wealth that cannot be taken away." Recently, aid-Qinghai cadre Yang Maofu said that when the people have a real sense of gain, there is a sense of achievement in doing things.
Project-driven promotion of high-quality economic development
To do a good job in all aspects of paired assistance to Qinghai with heart, emotion, and effort, projects are the key. From 2019 to 2022, Wenzhou implemented 36 aid-Qinghai projects, investing over 150 million yuan in aid funds, including 126.77 million yuan in planned project funds and over 20 million yuan in off-plan donated funds. These projects mainly involve basic supporting facilities in Zhejiang Industrial Park, culture, education, health system improvements, ecological construction, rural revitalization, digital empowerment, cultivation and market expansion of agricultural and livestock industries, and breaking the bottleneck of tourism "large transportation." Behind each project is a booster for development. The implementation of these projects has laid a solid foundation for consolidating the achievements of poverty alleviation, improving people's livelihoods, protecting the ecology, developing the economy, and serving society.
Industrial investment attraction projects help high-quality economic development. The Golmud 600,000-ton olefin project, with a total investment of 21.1 billion yuan, is an important supporting project for the salt lake circular industry and will lay the foundation for building a world-class salt lake industry base. Wenzhou aid-Qinghai cadres treated this project as a key investment attraction project for industrial aid to Qinghai, contacting, promoting, and implementing it. They successively invited CNCEC, Zheneng Group, and Shanghai Zhongyang Shengan to visit Qinghai for inspection, promoting Shanghai Zhongyang Shengan to sign an investment framework agreement with Qinghai State-owned Investment and Golmud Municipal Government.
More than 30 million yuan was invested to expand and strengthen the main platform of Zhejiang Industrial Park Golmud Park, actively promoting well-known Wenzhou merchants to visit Golmud. Investment attraction activities were carried out at Wenzhou chambers of commerce in Beijing, Guangzhou, and other places. Cooperative relationships were established with five Wenzhou chambers of commerce outside Qinghai, including Qinghai Wenzhou Chamber of Commerce and Tianjin Wenzhou Chamber of Commerce. A Golmud investment attraction liaison office was set up, and an investment attraction and talent introduction assistance agreement was signed with the Wenzhou Municipal Government Liaison Office in Beijing. In total, 21 batches of over 200 Wenzhou merchants visited Golmud to inspect the investment environment and discuss projects, reaching 16 investment attraction projects with a total investment of 25.45 billion yuan, of which 12 have been implemented and put into production.
Learning and exchange activities such as "Outdoor Expansion Training for Incubated Enterprises," "Entrepreneurship Heroes Meeting," and "Maker Salons" were carried out, and the Entrepreneurship and Innovation Competition was held for three consecutive years. Active support and encouragement were given to Zhejiang and Wenzhou merchants to invest and start businesses in Golmud, driving entrepreneurship and innovation. As of now, there are over 300 Wenzhou-based market entities in Golmud, absorbing more than 8,000 local laborers for employment. The export of Golmud's labor force was encouraged and supported, with over 1,000 laborers currently working in Zhejiang, especially in Wenzhou merchant enterprises, effectively increasing the wage income of local farmers and herdsmen.
Digital empowerment promotes effective intellectual assistance
Qinghai has product advantages, Zhejiang has market advantages, and digital empowerment serves as a bridge. The "Qinghai-Tibet Premium Products" characteristic e-commerce platform was developed and promoted to help build an export base for green organic agricultural and livestock products. Supporting measures such as the "Golmud Characteristic Agricultural and Livestock Industry Cultivation and Agricultural Product Promotion Award and Subsidy Method" and the "Golmud Characteristic Agricultural and Livestock Products Wenzhou Market Development and Production-Sales Docking Work Plan" were formulated and implemented. Eleven characteristic agricultural and livestock enterprises from Golmud were organized to visit Wenzhou for docking and inspection.
At the same time, Golmud's characteristic agricultural and livestock products were promoted to "enter government agencies, schools, enterprises, supply and marketing malls, welfare lottery sales points, and farmers' markets" in Wenzhou. As of now, the platform has listed 21 characteristic brand agricultural and livestock enterprises, with 115 characteristic agricultural and livestock products including goji berries, quinoa, and mutton on the shelves. In Zhejiang Province, especially in the Wenzhou area, over 1,500 online distributors have been developed and cultivated. Direct-sale stores on JD.com and Taobao have officially opened, and 21 offline physical demonstration stores have been set up. In nearly 10 months of trial operation, online and offline sales have exceeded 100 million yuan.
The digital concepts brought by Wenzhou aid-Qinghai cadres are not only used for agricultural product sales but also help local healthcare and tourism development. Over the past two and a half years, a total of more than 20 million yuan in aid-Qinghai funds have been invested to build the Golmud Health Informatization Project. Through digital technology, Golmud shares Wenzhou's high-quality medical resources. Three hospitals in Golmud have successively established remote consultation platforms with Wenzhou People's Hospital, Wenzhou Hospital of Traditional Chinese Medicine, and the Eye Hospital of Wenzhou Medical University. Golmud People's Hospital has been included in the Wenzhou Health Commission's 5G diagnosis and treatment cloud platform, with over 4,000 remote diagnoses conducted annually.
In addition, the Golmud Smart Tourism Platform has been put into use, bringing convenience to tourists visiting Golmud. Efforts have been made to promote the construction of beautiful villages and lead villagers on a path to prosperity. In Hongliu Village, 12 kilometers east of downtown Golmud, a modern agricultural experience hall has attracted a large number of tourists with its unique vegetable planting model. In just a few years, Hongliu Village, one of the second batch of national key rural tourism villages, has carved out a new path in the pursuit of development and wealth. Drawing on the experience of building beautiful villages in Zhejiang, Wenzhou aid-Qinghai cadres came here a few years ago and helped build three highland beautiful villages, including Hongliu Village and Changjiangyuan Village, which have become new check-in spots for rural tourism.
Experience sharing to boost social and livelihood undertakings
Golmud and Wenzhou share a deep bond between mountain and sea. How to give the people of Golmud a greater sense of gain has always been a question for aid-Qinghai cadres. Drawing on the successful experience of Wenzhou's city study rooms, five city study rooms, two people's gyms, and one school's "Love Reading Honest Book Bar" were built in Golmud. With the support of the China Guanghua Science and Technology Foundation and Wenzhou Qingshan Foundation, a series of activities such as "100,000 Books into Golmud, Jointly Building a Bookish City" were planned and organized, which were well received by citizens.
Entering a city study room in Golmud, RFID technology is used for business management, achieving unified book retrieval and interlibrary loan services. Self-service card issuing machines and self-service book borrowing and returning machines are available for readers' self-service. Open around the clock and operated at low cost, these study rooms have created a "city card" for Golmud and a 15-minute cultural life circle for citizens, opening a channel for social forces to participate in public reading services, deepening the friendship between the two places and yielding more fruitful results.
Healthcare is a real livelihood need. Wenzhou has leading medical technology resources. The arrival of medical assistance not only brings new technologies and concepts but also brings tangible benefits to the people. At 11 p.m. on July 26, 2021, the emergency orthopedics department of Golmud People's Hospital, far away in Qinghai, admitted a patient with a severed right middle finger distal segment. Ding Jian, deputy chief physician of the Plastic Surgery Department of the Second Affiliated Hospital of Wenzhou Medical University, who was providing free medical services at the hospital, performed a six-hour race-against-time surgery to successfully complete the operation.
This is a microcosm of Wenzhou's medical assistance to Golmud. In July 2021, the Golmud Municipal Government signed a health assistance cooperation framework agreement with Wenzhou Medical University. Wenzhou Medical University and its affiliated hospitals provide comprehensive assistance in medical business support, medical talent training, information platform construction, joint research on high-altitude diseases, selection of graduate student teaching teams, and public welfare project support. The First Affiliated Hospital of Wenzhou Medical University also established a master's and doctoral service group practice base at Golmud Jianqiao Hospital.
In addition, Golmud signed a health assistance cooperation agreement with Wenzhou Municipal Health Commission, arranging paired partnerships between Golmud People's Hospital, the Second People's Hospital, and Jianqiao Hospital with Wenzhou People's Hospital, Wenzhou Hospital of Traditional Chinese Medicine, and the Eye Hospital of Wenzhou Medical University. Wenzhou selected a business deputy director and 29 medical骨干 in five batches to support Golmud People's Hospital in jointly building key departments such as obstetrics and gynecology, gastroenterology, and pediatrics. Wenzhou Hospital of Traditional Chinese Medicine sent two batches of six medical骨干 to support Golmud Second People's Hospital in jointly building key departments such as traditional Chinese medicine. Through expert consultations, ward rounds, and other diagnostic and treatment activities, they solved problems for the local people.
