Northern Shaanxi Xintianyou: Luochuan Conference Site Memorial Hall
On July 7, 1937, Japanese imperialism staged the Lugou Bridge Incident, and on August 13, the Japanese army attacked Shanghai, marking the full outbreak of the War of Resistance Against Japanese Aggression.
It was at this time that on the Luochuan Yuan (a highland formed by rainwater erosion on the Loess Plateau, with steep sides and a flat top called yuan), 120 kilometers north of Yan'an and 220 kilometers south of Xi'an, in a place called Fengjiacun, the Z央Z治局 held an important meeting in two cave dwellings in this village, issuing a mobilization order for the War of Resistance to the entire Party and the entire nation. This was the famous Luochuan Conference with strategic deployment nature.
From August 22 to 25, 1937, 23 people including Zhang Wentian, Mao Zedong, Zhou Enlai, Bo Gu, Zhu De, Ren Bishi, Peng Dehuai, He Long, Liu Bocheng, Nie Rongzhen, and Xu Xiangqian secretly held an enlarged meeting of the Z治局 in two cave dwellings of a private school in Fengjiacun, Yongxiang Township, Luochuan County.
The meeting formulated and passed the "Decision of the Z共Central on the Current Situation and the Party's Tasks" and the "Ten-Point Program of the Z国G产Dang for Resisting Japan and Saving the Nation." The issuance of the "Ten-Point Program for Resisting Japan and Saving the Nation" marked that the Z国G产Dang issued a general mobilization order for resisting Japan to the entire nation.
After the Luochuan Conference, the Red Army implemented Chairman Mao Zedong's order, reorganized the First Front Army, Second Front Army, and Fourth Front Army of the Red Army into the 115th, 120th, and 129th Divisions of the G民革命军 Eighth Route Army, respectively.

At the same time, the Red Army guerrilla units in thirteen regions of eight southern provinces were reorganized into the G民革命军 New Fourth Army. The Eighth Route Army headquarters crossed the Yellow River eastward and advanced to the front line of North China, carrying out independent guerrilla warfare, gradually becoming the mainstay of the War of Resistance. From then on, Yan'an became the guiding center of the eight-year War of Resistance for the Chinese military and civilians.
Inside the Memorial Hall's Cooperation Pavilion (G共 cooperation), an iron stone roller is preserved. In March 1936, to facilitate Zhang Xueliang's Luochuan talks, the Northeast Army built a temporary military airport in Anmincun, east of Luochuan County town. The iron stone roller was the tool used to compact the runway during construction.
The county also has the Luochuan Folk Custom Museum. The museum is not large, but it is the first folk museum in Shaanxi Province. Unfortunately, it was closed when I arrived.
