In 1900, German missionary Kun Zuo founded the Berlin Church at Qinghe Road in Dongzhen, Qingdao, with Kun Zuo as the first pastor. In 1925, the Berlin Church transferred all its Shandong church property to the American Christian Lutheran Church, and the Qinghe Road church was renamed Qingdao Christian China Lutheran Church Qinghe Road Church. American missionaries Guo John and An Paul successively served as pastors, and in 1935 Yang Guang'en became the first Chinese pastor of Qinghe Road Church.
